New by-law change in the works

         One of the issues discovered by the board of directors during the transition was a substantial loophole that could potentially cost the homeowners of Highland Park a considerable amount of money.  That issue involved the shared pond between Highland Park and Brockton Manor at the back of the subdivision.  Currently, as it states in the by-laws, the association is assessed by Brockton Manor for 30% of the operating and maintenance costs of that pond.  According to Brocton Manor's records, 90 of the 128 lots in Highland Park drain into the pond and therefore share this percentage of the upkeep.  Although it has not been a problem to date, the board felt it necessary to close that loophole and change the by-laws to something more definitive.  After discussing the actual costs incurred, the grouped arrived at a total cost of $1,350 that the association would pay Brockton Manor on an annual basis to maintain our share of the pond (they would handle everything).  However, in order to make this change, the board needs 75% of the current homeowners to agree to the change.  So, over the next few weeks one of the seven board members will attempt to make personal contact with each homeowner to get their position on the issue.  If enough signatures are obtained, the by-law will be changed as soon as possible.
